3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) Bidders whose products are of origin within the customs territory must be manufacturers (agent bidding is not accepted).
(3) Bidders whose products are of origin outside the customs territory must be manufacturers or agents directly authorized by manufacturers. If bidding as an agent, the following conditions must be met:
① The only formal authorization letter from the manufacturer for this bidding must be provided (the authorization letter must be directly authorized by the manufacturer, and secondary authorization is not allowed). The authorization letter should include the relevant content of "the manufacturer is responsible for the quality of the product and after-sales service" and the manufacturer's contact person and contact information, and ensure that the manufacturer's contact person can coordinate and handle important matters during the project execution process (for this requirement, the manufacturer may also issue a written commitment/explanation outside the authorization letter). Otherwise, proxy bidding will not be accepted;;
② Bidders who have been registered locally in accordance with the law for at least three years from the bid opening date are required to provide valid copies of their business license and other registration documents;
③ Within three years from the bid opening date, bidders must have sales performance of similar products in at least two different years. They must provide copies of contracts or orders (at least two copies of contracts or orders from different years) or user certificates to prove their sales performance, and have them signed or stamped by the bidder's representative.(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder's bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder's bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder's qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) (6) The bid shall be rejected if the bidder puts forward invalid complaint one or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).
(7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed);
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.

(9) The bidder's supplied products should be of the same brand as the pneumatic valve
(10)Provide at least 5 manual ball valves (medium: natural gas, DN ≥ 2 ", pressure ≥ CLASS2500) from the product brands provided by the bidder (or the product brands represented by the bidder) that meet the requirements. The performance table should include but not be limited to: valve model, basic parameters, supply year, usage location, etc. Provide copies of valid supporting documents such as contracts, orders, or technical agreements (relevant confidential information can be deleted) to prove the authenticity of the performance.
(11) The bidder has a valve factory or valve maintenance base in China and provides relevant proof.
(12)The bidder shall provide the manufacturer's domestic special equipment manufacturing license, namely TS certification (including the types and specifications of the bidding products), and the special equipment type test certificate/report issued by the domestic authorized institution (including the specifications and pressure levels of the bidding products) in accordance with the requirements of Chinese customs. The bidder shall provide color copies of the above valid certificates and attachments.
(13)From January 1, 2010 to present (based on the sales contract time), provide at least 2 domestic gas storage or natural gas injection station performances, of which at least 1 performance must have a pneumatic ball valve (medium is natural gas, DN ≥ 10 ", pressure ≥ CLASS2500, and actual operating pressure on site is not less than 35MPa) that meets the requirements and has been in operation on site for at least 3 years, and provide proof of no faults; At least one other performance must have a pneumatic ball valve (medium: natural gas, DN ≥ 10 ", pressure ≥ CLASS2500) that meets the requirements and has been in operation on site for at least 3 years, with proof of no faults provided. All pneumatic ball valves (medium: natural gas, DN ≥ 10 ", pressure ≥ CLASS2500) that meet technical requirements need to be provided with proof of no faults for at least 3 years, with a total of 5 units or more on site.
The proof materials provided by the bidder for the above performance include but are not limited to the following:
The certificate of fault free use stamped by the user (end user) should clearly state that the product used is a pneumatic ball valve, the valve has been in use for a long time, and the operating pressure on site (only applicable to ball valves with actual operating pressure greater than 35MPa on site). Clear and complete copies of the technical agreement and contract (with erasable prices) (including technical documents such as data sheets and technical agreements), as well as the contact person and contact information of the contract user, shall be signed or stamped by the bidder's representative. Moreover, bidders must provide a list of relevant performance that meets the conditions in the bidding documents, indicating the model, project name, contract number, medium name, design pressure, user contact person and valid contact information, and commissioning time.
(14) The bidder has a valve factory or maintenance service center in China and provides relevant proof.
