The main construction content of this phase includes: a civil aviation apron with 4 Class C aircraft stands, two passenger boarding bridges, a 6,132 square meter terminal building, a 1,838.1 square meter air traffic control building (including the control tower), and supporting construction of air traffic control, cargo, fire rescue, and other projects. Supporting facilities include apron navigation lighting and related power supply, water supply, and communication facilities.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Legal entities or other organizations from the People's Republic of China or countries or regions normal trade relations with the People's Republic of China are eligible to participate in the bidding; domestic bidders should provide a copy of the valid business license, and foreign bers should provide a copy of the business registration certificate or other valid proof documents. 3.2 This project accepts participation from manufacturers or agents, but the same equipment's manufacturer agent cannot participate in the bidding for the same project at the same time; and if an agent bids, a valid authorization letter from the manufacturer for the equipment to be supplied for project should be provided, and the same manufacturer can only authorize one agent to participate in the bidding (excluding the hierarchical management system); if not produced by the bidder themselves a scope of the main equipment and components for which authorization is required includes: passenger hand-carry baggage dual-perspective X-ray security inspection machine, passenger baggage dual- dual-perspective security inspection machine, passenger large baggage large dual-perspective X-ray security inspection machine, cargo dual-perspective security inspection machine, hierarchical management system; the original or copy of the valid authorization letter. 3.3 If the bidder is a manufacturer from outside the People's Republic of China, they should have a permanent organization in China or entrust an agency, and be able to provide timely and effective after-sales service (at the project location); if a foreign manufacturer authorizes an agent to, the manufacturer should have a permanent service organization in China or entrust an agency to provide after-sales service; provide an introduction of the after-sales service organization and a of the business license (if the after-sales service organization is an agency, a copy of the manufacturer's after-sales service authorization letter is required). 3. Other requirements: 3.4.1 Bidders as the supplier: the equipment they bid (passenger hand-carry baggage dual-perspective X-ray security machine, passenger baggage dual-channel dual-perspective security inspection machine, passenger large baggage large dual-perspective X-ray security inspection machine, cargo dual-perspective security machine) must have a valid Civil Aviation Security Inspection Equipment Use Permit Certificate issued by the Civil Aviation Administration of China; provide a copy of the permit certificate. 3..2 Bidders as the installation unit: (A) Possess a professional contracting qualification of secondary level or above for civil aviation air traffic control engineering and airport low- system engineering within the effective period, as well as a valid safety production permit; provide copies of the qualification certificate and safety production permit. (B) Requirements for the project manager the installation part: have a first-class registered constructor qualification certificate (civil aviation airport engineering specialty), and be registered in the bidder's own unit; have passed examination by the provincial or higher-level housing and urban-rural construction department or transportation department, and have obtained a valid safety production examination qualification certificate (B certificate); provide of the registered constructor certificate and safety production examination qualification certificate (B certificate).
3.5 Performance Requirements: Over the past five years (from January 1, 2020 to the for bidding, subject to the signing date of the contract), the bidder's equipment (passenger hand luggage double-perspective X-ray security inspection machine, passenger double-channel double-perspective security inspection machine, passenger large baggage large double-perspective X-ray security inspection machine, cargo double-perspective security inspection machine, layered system) all have at least one domestic civil transport airport in the People's Republic of China Sales record; if the same contract contains part or all of the above security inspection equipment it can also be regarded as different equipment sales records respectively; provide copies of key pages of the contract, and should be able to reflect the key contents such as the contracting subject, time, and supply content. If it cannot be reflected, it is also necessary to provide proof materials from the owner.
3.6 Credit Requirements:
3.6. Domestic bidders must meet the following conditions:
(A) The bidder is not listed as a severely dishonest enterprise by the national market supervision and management department in the national credit information publicity system; checked by the bidder or the bidding agency, submitted to the review committee for review during the evaluation.
(B) The bidder is not listed a dishonest person by the people's court, and is inquired on the China Enforcement Information Disclosure Network (http://zxgk.court.gov.cn/); checked by bidder or the bidding agency, submitted to the review committee for review during the evaluation.
3.6.2 Overseas bidders must meet the following conditions: commercial reputation, no major illegal records (bidder's own commitment).
3.7 Whether to accept joint bidding: Accept; for joint bidding, the following requirements shall met:
3.7.1 The members of the joint group are 2 (including the supply unit and the installation unit, of which the leader should be the supply unit, and the leader of the joint group must be responsible for the organizational coordination and management of this project.
3.7.2 All parties of the joint group should have the qualifications and conditions required by laws and regulations, and sign a joint group agreement, clearly stipulating the powers and obligations of each party of the joint group, and being jointly and sever liable to the bidder for the winning project. When bidding, the joint group agreement shall be submitted together with the bidding documents.
3.7.3 After the parties to joint group sign the joint group agreement, they shall not bid separately in their own name, nor shall they form a new joint group or participate in other joint groups to bid in the bid section.
