3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Any legal person or organization from the People's Republic of China or from a country or region that has normal trade relations with the People's Republic of China may participate in the bidding. Domestic bidders shall provide a copy of the valid business license, while foreign bidders shall provide a copy of the business registration certificate or other valid proof documents.
3.2 The brand of sweeper (regardless of category) bid by the bidder must have at least one domestic sales record from January 1, 2020 to the bid submission deadline (based on the contract signing date). Bidders shall provide a copy of the complete contract.
3.3 If the bidder is a manufacturer outside the People's Republic of China, it must have a permanent service institution or authorized agent in China and be able to provide timely and effective after-sales service in the project location. If the bid is submitted by an authorized agent of a foreign manufacturer, the manufacturer must have a permanent service institution or authorized agent in China for after-sales service. Bidders must provide an introduction of the after-sales service institution and a copy of the business license (if the after-sales service institution is an agent, a copy of the after-sales service authorization letter issued by the manufacturer must be provided).
3.4 Credit requirements:
3.4.1 Domestic bidders must meet the following conditions:
(A) The bidder has not been listed as a seriously law-breaking and untrustworthy enterprise in the National Enterprise Credit Information Publicity System by the administrative department for industry and commerce. The tenderer or the tendering agency will conduct the query, and the review committee will review it during the evaluation.
(B) The bidder has not been listed as a dishonest executor by the People's Court. The query will be conducted on the China Enforcement Information Publicity Network (http://zxgk.court.gov.cn/), and the review committee will review it during the evaluation.
3.4.2 Foreign bidders must meet the following conditions: Good business reputation and no major illegal records (self-declaration by the bidder).

4.2 Obtaining the bidding documents
4.2.1 Time for obtaining the bidding documents: the same as the time for registration of the bid.
4.2.2 Price of the bidding documents: each set is priced at 800 RMB or 100 USD, and no refund after sale. If you need to purchase by mail, the postage will be paid upon delivery. The bidder shall send the scanned copies of the required documents for obtaining the bidding documents to the email address: 306403723@qq.com and notify the agency to check. The bidding agency will send the documents after receiving the relevant materials. The agency is not responsible for any loss during the delivery.
4.2.3 Any legal person or other organization that has not purchased the bidding documents from the bidding agency shall not participate in the bidding.
